Probably a translation error (in some dictionaries and encyclopedias, deep space is indeed synonymous with outer space), the translator probably meant to say "outer space" as opposed to inner space (Shuttle range).

Atually NASA uses 'Deep Space' to mean out of earth orbit and such. The Deep Space Array is used to communicate with Mars probes for example.
