An upstate councilwoman found a severed horse's head in her swimming pool on Tuesday, state police said.
Wawayanda Councilwoman Gail Soro and her husband had used the pool Monday night and the head was not in the water at that time.
"There have been some prior instances of harassment directed toward her, more than likely as a result of her position on the Town Board," said Lt. Pierce Gallagher. "We're looking at a threat as a possible angle. Certainly, we can't rule that out."
The horse appeared to be dead for "three to four days, probably no more than a week," Gallagher said.
One of the most famous scenes in "The Godfather" showed a movie mogul waking up with a horse head in his bed after he refused to bow to the will of the title character, played by Marlon Brando.
Wawayanda is 106 miles southwest of Albany.

As we last left Ms Soro, She had seen the defeat of the entire Democrat slate, "F" Dan Myers, Carole Hurst and Wayne Skinner, by The Wawayanda Republicans - led by John Razzano!
The faces and sneers are one thing but the comments the residents of the town " you just come to the meetings because the Republicans liquor and drug you up afterwards " are quite another!
Face it Gail, your slate of candidates lost and now you have to face the fact that your lies and intimidation do not work!

Yes, it is political. The new Wawayanda supervisor is pitted against a board member from the last administration in the wake of a messy, mudslinging campaign.
It's also partisan. The supervisor is a Democrat. The former administration was Republican.
And it's personal, since the board member in question, David Cole, was deputy supervisor in the last government and is married to Skinner's ex-wife.
Maybe they just didn't notice it.
