The ammunition available at the time of the Kennedy shooting wasn't aging Italian military surplus. They were surplus US Government loaded comparison cartridges sold to the public as a wholesaler. You think that 6.5x52 Carcano amnunition is weak? It was one of the higher velocity rounds of it's time. It was a big elephant slayer despite it's small cross-section because it's a flippin' flying drill of a bullet.
All M38 Carcanos ought to hold 1.5 inch groups at 100 yards. That's better than most M1 Garands.

Military surplus carcanos were junk then and they are junk now.
You can confuse them with african safari rifles if you want, but they are still junk.
