Corsi is either joking or he's nucking futs.  We'd never hear this kind of nonsense on the diplomatic/financial level becasue so much of Latin America has already taken on the dollar as a native currency.   Most places a visitor can just buy everything in dollars without exchanging beforehand.   Panama doesn't even have a paper currency --everyone uses plain old US made dollars.
