That's true. But Giulani isn't even an announced candidate for president, so his detractors are simply assuming what his positions will be. He would do well to announce ASAP, even it's to announce he's not running.
Yes, based on his already-established positions on matters. Why would they be any different, unless he were like Hillary, who suddenly wears the cross.

He's pro-abortion. Even partial birth abortion. Even said he'd pay for the abortion if his daughter wanted to abort one of his grandchildren.
He's a gun grabber.
He's a serial adulterer showing his contempt for traditional marriage and families.
He supports illegal immigration and illegal aliens and fought the Federal Government (and lost, but he ignored them anyway) so that he could keep New York City a sanctuary city for illegal aliens.
He supports the radical gay agenda. He has fundraised for several radical gay groups, enacted a raft of pro-gay policies as NY mayor, etc.
Etc.
Anything he says now is an attempt to rehabilitate/spin his image among conservative voters in the Republican Party. Basically, he wants to fool Republican voters into believing that he's more conservative than he really is. Count on him to say anything as part of that deception.
For me, he's already demonstrated completely what he's all about. He's a liberal. H
