I'm betting the non English speaking kids finally got a real English lesson. How do they learn English if no one at their school speaks it?

How do they learn English if no one at their school speaks it?

According to quick facts section of the schools website ( http://choicecatalog.spps.org/phalen_lake_elementary.html ), 59% of them are enrolled in the English language learning course. That doesn't make sense to me. If one the goals of the program were assisted assimilation into the overall society then the English language course should be mandatory for 100%. But that doesn't seem to be the goal.
