One could argue that he is in the will, as guardian and executor. Kidnapping charges might not apply to him, however-if Dannielynn was in FL, and Howard buys a boat then beats feet to get the kid back to the Bahamas, well it looks very fishy.
But isn't he BahANNA legally the father as stated on the Birth Certificat and his shoring any loop hole up with the Baptist Minister Marraige to Anna?
So he can't be held accountable as a child abductor/hostage taker since he is documented as Dad.
