Without pictures, though, it's impossible to tell if she's guilty.

they are examining it to see if an offence has been committed." Clearly a policy violation if she she wasn't wearing her ballistic vest under the uniform shirt. I will need to see the picture to form an educated opinion as to what should be done here.
