Background story: Gray has alleged connections to illegal gambling in Indy, he has a "do nothing" job with the city, and serves as the Council President. He also had a concrete company which did not pay its bills and he has bill collectors chasing him everywhere. An underfunded GOP candidate is challenging him in his Council district.
He’s as crooked as they come. Has been untouchable with a complicit council and a Liberal and completely incompetent mayor that sees him as a shining light.
