Had an occasion to apply for unemployment a couple of decades ago. CA unemployment office said someone else (with a different name) was using my number. They even knew the illegal. Told me to go to the SS office across the street and let them know. I did. They said the guy using my number was just adding to my SS contributions, if there were any.

It appears SS, like IRS, would like to do everything online now. Go to their homepage here: Social Security Online. Especially, look at "Questions"
