Does this tell you anything?

Is the long cable also specified EIA-568-B.2? Could be a lower quality cable incapable of supporting higher data rates....

You're using a 568-B cable. Most structured wiring nowadays is 568-A. Are you plugging it into a wall jack, or connecting directly?
Although I'm not sure that makes a difference if both ends of the patch cord have identical terminations.
