Looks like somebody tied a dog up and threw it in the ocean or bay. The front nose and front lower jaw area has been eaten or rotted away. Can’t explain the hair loss. maybe it had a severe case of mange.
The hair will slough off a dead mamal that is in the water after a week or two depending on the temperature.
