My son’s high school required a minimum hours of volunteer work in order to graduate. We didn’t think twice about it since he already volunteered at the animal shelter.

But the statement you reference doesn’t contain any requirements. It sets “goals” and makes federal assistance conditional on developing a program. He talks about setting up programs and giving schools resources to offer oppourtunities to volunteer. I don’t see any requirements for volunteering

He said he wants to set goals for students to perform a minimum number of hours in community service and make federal funding “conditional” - meaning federal funding will be either denied or reduced if a school does not set up these community service programs.

Of course, schools will go along with the plan in return for the federal funds. And, if these community service programs have goals attached, then the schools will require each student to do his share.

I imagine most people embracing this plan. The question is, where will it lead?
