Exactly! Let the Dems police and enforce this. It has to be their battle because A) they are better at it than Republicans and B) they won't pull up because someone might get hurt. It has to be from the Democratic side of the aisle.
Republicans are just lousy at food fights - no stomach for it. They always get upset by the mess. Dems just let fly and wait for everybody to get bored and leave. Then, the Republicans come in and P & M about having to clean up the mess, but they do it.
