My Father was born in South American to an American mother and German father. He received a Certificate of Live Birth from the US Consulate in the country, which includes the statement: “Birth of an American Citizen” together with the foreign hospital, time and date (I have a copy). His father died suddenly, and he returned with his mother to the US at the age of 2. Even with the COLB stating citizenship, he nevertheless had to naturalize to become a US citizen (and fought in Korea).
Obama’s mother could have obtained the same document from a US consulate if the birth was outside the country. The Hawaiian Governor may have the original on file (i.e. foreign birth record with the tag line: “Birth of an American Citizen”). Even with the tag line, Obama may still be subject to naturalization as my Father was, and so is not “natural born.” The tag line on the US foreign consulate’s COLB may be allowing the HI Governor to obfuscate the issue (if the birth was foreign).

Why did your Dad have to naturalize? I had a baby with my European first husband in Europe and my son was a natural born American from the start. He had an American passport from the time he was a few months old.
