Well officer she asked for trouble by wearing that mini-skirt!! In both cases, the perp deserves to be prosecuted to the full extent of the law...but, also in both cases, the victim, based on their own behavior, contributed to the danger they found themselves in.
Does a person deserve to be killed by a drunk driver because they choose to drive (sober, safely and legally) at 2 a.m. on a Saturday night. Of course not. Does a person who chooses to drive (safely, soberly and legally) at 2 a.m. on Saturday increase his chances of being killed by a drunk driver? Of course.
Many people who have really bad stuff happen to them don't deserve it...but many of those same people did things, hung out with people, went places or said stuff that contributed to the really bad things that happened to them.

You might remember some people said the same thing about the "Central Park Jogger." She was asking for it because she was jogging after 10pm.
