I have a neighbor who recently converted his entire side yard into a vegetable garden. I don’t know his motivation, but I couldn’t help but wonder if he was a sort of “urban survivalist,” planning to grow his own food to live off in an emergency
That won't work in an urban area; the neighbors will steal him blind!

You are right, today they will steal the food because it looks good and in the future, it will be hunger.
Or worse yet, vandalize it to show they can.
