encourage public participation in agency regulatory processes;

distributional considerations, fairness,

not produce undue delay

clarify the role of the behavioral sciences in formulating regulatory policy;

achieving public goals through the regulatory process.

Slicing through all of this gobbledygook with a cynical eye born out of suspicion of the leftist mentality, especially the Obama Marxist mentality, one is inclined to translate:

Obama wants to use the regulatory process to get his way (achieving public goals). He wants to do this to achieve redistribution of income and wealth (distributional... Fairness). He wants to ram it through (not produce undue delay). To justify anything he wants to do he will invoke more gobbledygook by quoting the "behavioral" sciences (behavioral sciences in formulating regulatory policy).

Regulations have the advantage of being well below the radar screen and done without the bother of involving Congress. A liberal can do so much more good there so much more quickly.
