There is one major problem with Moon mining. The only concentrated material of value on the Moon is Helium-3, and it is only potentially useful in fusion reactors that haven’t been built yet, and in hundreds of tons quantities.

The reason other minerals aren’t concentrated enough to mine is simple: no water. Hot water or cold water, it is the solvent essential for concentrating ores enough to mine.
