Yes—I would definitely say that putting a child in handcuffs for 4 or 5 hours is child abuse. I don’t think the same rules apply to children that apply to criminals, but maybe that’s just me...........
I would be concerned about safety, as in a fire or something, particularly since the mom fell asleep.
Were I on a jury, I’d consider whether the child was subject to danger. As long as she was rescuable and not suffering any permanent damage, I don’t think I’d call it abuse sufficient to remove a child from the home.
