Title says “Should stay out”. Second paragragh says “Should not stay out”. Which one is the typo?
Probably neither. It is typical Romney-speak to make sure that you have every possible position covered. He never knows when the weather vane will turn and he wants to be prepared. Such inconsistency is easy to do when you have no convictions except promoting yourself.
