This can not be called “rape”. A woman can not rape a man.

I believe the charge is really statutory rape, meaning that sexual intercourse with underage persons (male or female) is by legal definition "rape" regardless of consent.

A minor can no more consent to sex in the eyes of the law than consent to medical treatment (abortion exalted and excepted) or sign a legal contract.
