If private property the owner has the right, even if it is offensive.
If public (even privately owned like a business) then no it shouldn’t be flying and should be taken down.

Here you and I will disagree. If it is flying a privately owned business it still remains private property and thus the right of the owner.
I still find it offensive where ever it is flown, but private property is private property.
