If you want to live anywhere near a lot of areas, they aren't voluntary. And if I want to eat four dozen donuts a day, obesity isn't voluntary. Voluntary is voluntary, it doesn't come with a "but I only want the good stuff" clause.

Saying "sign away your property rights or you don't get the house" is hardly voluntary.
Personally, I think that people who want to control their neighbors should buy the properties themselves and rent them out. If they can't afford to do that, convince your neighbor what a sweet deal it will be if he surrenders his property rights to a little board of of unhappy authoritarians. I can't imagine anyone wouldn't want to get in on that deal.
