I haven’t seen this mentioned anywhere else, but it seems to me that if he hit a fire hydrant it becomes city/county business. He can drive his car through his house if he wants to as long as he does not endanger anyone (including himself) and it’s nobody’s business. But if he hit a fire hydrant it becomes a matter of public business.
