Nonsense. Bail is prophylactic, not punitive. Referring to bail as punitive is preposterous.
To "assure an appearance" the bond need not be punitive; but it does need to make the miscreant hesitate to walk away from significant wealth, or to inhibit ability to do so.
The court should take into account:
1. the nature and seriousness of the offense or default (and the probable method of dealing with the defendant for it),
2. the character, antecedents, associations and community ties of the defendant,
3. the defendants bail record, and
4. the strength of the evidence
I agree. You present my point. A 300000 bail would not make a difference except make a biased point. Sheen aint going anywhere. And usually a judge will issue a no contact order regardless of bail amount.
