It's a good thing, too, because the original headline was not only, as has already been pointed out, a grammatical abomination, it was also FACTUALLY incorrect in that if the patrons were "stepping over" the victim to get their food, then CLEARLY they were not IGNORING him. If they were ignoring him, they would have tripped over his body while trying to get their food.
This may seem a subtle or irrelevent point, but I think print reporters, who make their living with the written word, owe it to us readers to use both accurate and precise language when reporting a news stories.
The second headline is MUCH better.
