My reading of the Constitutional provision is that questions about enumeration would be constitutional. Questions not pertaining to the count (such as race, income, blood type, etc.) are thus not empowered by the Constitution. So the "such manner" clause (IMHO) should apply only to how the count is conducted.
But I suppose the 'Information not available' answer would satisfactorily avoid conflict. I do, however, recall a ruling that your race is basically whatever you declare it to be.

It is the other form that comes with the census that has the intrusive questions. The American Community Survey.
I can understand the need for counting people and knowing this stuff but why do we have to have our names and social security numbers attached?
Over 200 laptops were stolen from the census bureau with people’s info on them.
I should trust a temporary worker with this information?
$5000 fine for not answering the ACS form.

Due to a job change, I am living in another state apart form my family, although my legal residence is still my original state because I own a home there, where my family lives. My wife and I just talked about it. When she gets it, she will put the number of people in my family, including me. No other questions will be answered. If they come to the door, they are to call me from some location that is not my front porch where I will explain the US Cinstitution to them and again give them the number of people living in my house.

That’s what I was thinking. In the 2000 Census, I only answered how many people were living in the home. Never heard a thing from anyone. But, it would be nice to hear straight from a Constitutional lawyer.

I honestly can't wait to get mine. I'm torn between being scrupulously honest and lying like a rug.
I may make a copy of the forms with all the bar coding "smeared" and sending that in as well as the origninal form, but with vastly different answers on each form.
I don't know...I'll have to see how I feel at the time.

I’m in the same situation. For my safety, I will not answer the census. Too many crazies out there and no police protection (whatever that is)

They had race and age and address and whether you own the house and what your occupation was on all the old census forms dating back to the 1700s. I appreciate having that information available when I am doing research. But they went too far when they asked whether we have a mortgage, and the date of birth. I left those blank.

Interesting. So all other answers should be information not available....hmmmm!!! The subject was the new American Community Survey (ACS) by the Census Bureau --- AND --- the current US Census. It was hard to tell exactly what was being discussed, but I think "Information Not Available" could apply to almost any situation. If the information is not directly in front of you at the exact time that you are filling out the form, then the information is "Not Available".

LIE like hell
There is no law that says that you have to tell the truth on a survey even if it is the government.
The more they know about the more they can use against you (and us collectively).
The only thing the government Needs to know is a head count living in the United States and in any particular State or City.
The rest is just the government exercising their power to control habits, populations, races, etc., etc., etc!

To: achilles2000
Excellent, someone who gets it. The very foundation of the Constitution makes it contradictory that it would require that individual citizens submit to enumeration. It permits the Federal Government to enumerate the population. Or, I suppose you could say, it states a duty of the Federal Government. In order to affect correct representation, I will answer the question of how many live in my household. But nothing more.
To: 1_Rain_Drop
Sure, the goverment might tell you that your information will be private and confidential, but can that be guaranteed? Nope.
At one point, it was said that Obama wanted to create his own shadow army of “volunteers.” I believe that the census will be used to conscript us into service. Might seem like a silly notion, but this government can’t be trusted.
To: MsLady
I don’t see why anyone would object to the race question.
There is some reason to think that it is to our advantage to know how many black, hispanic, etc., people are in our country.
I think it also to our advantage for the government o know how many own, how many are still paying mortgage payments and how many rent.
Beyond that, I would just put NA or skip.
To: old curmudgeon
It’s the purpose of the census that should dictate the questions...not the whims of congress.
To: 4jesus4guns+4linux
Replying to my own reply, let me add this: I say I will answer only with the number of people living in my household so as to affect correct representation. I note that others have said to affect distribution of Federal funds. I say that is hypocritical, even if you do acknowledge that it is your own money. By accepting that the census is for proper distribution of funds, you are complicit in the redistribution of wealth. Not at all what the founders intended. Redistribution of wealth is a moral evil. Don't legitimize it.
