You never file papers unless you want a paper trail. And I agree with you that it smells of BS. I could see getting struck in the badge while wearing a vest and it not killing you be a cheap piece of tin ain't going to stop a bullet.

Seems like this department, like several others here in Tennessee has a history of lying and corruption that started from the top.
