No one now you mean, but God did not “propose” laws which always work toward our benefit when obeyed, and to our detriment when forsaken.
General Douglas MacArthur once stated,

In the words of British lawyer and jurist Judge Devlin (1905 -1992), “an established morality is as necessary as good government to the welfare of society. Societies disintegrate from within more frequently than they are broken up by external pressures.”
And that is only dealing with temporal reality.
The wicked shall be turned into hell, and all the nations that forget God. (Psalms 9:17)
