Why do they say "used" cannabis?

That's like saying I "use" beer when I watch the ballgame, or on my coffee break I "use" tobacco.

Enough already! Say it like it is - she smoked cannabis, we drink beer and smoke cigarettes. Are they deliberately trying to make it sound like we've all got heroin addictions??
