So all this really means is that today’s criminals can spend MORE money to create an unsafe, unreliable weapon versus one they can buy today on the black market, for less.

I can make a zip gun in about 30 minutes.

Would I fire it? Not unless there was no other option.

Would I fire a metal upper receiver mated to a toy lower receiver? It's illegal.
