No, they haven't enforced the rulebook for about 20 years now.
I used to be an NBA fanatic, but now just the thought of NBA hoops - well, it doesn't "disgust" me, and it doesn't even "bore" me - you know, the truth of the matter is that I don't even THINK about NBA hoops anymore.
It's just completely irrelevant to my life now.

Same here. I stopped being an avid fan of NBA after the retirements by Karl Malone and John Stockton, the end of the “Golden Age” of NBA, IMHO.

I have to laugh everytime someone takes 3 or 4 steps to the basket (not dribbling just walking), and the refs just stand there watching.
