Every major enemy of the Time Lord will make an appearance in the finale of this series of Doctor Who. In a terrifying two part programme - entitled The Pandorica Opens - the Doctor will be confronted by many of his old foes. The Daleks, Cybermen, Silurians, Judoon, Sontarans, Sycorax, Weevils and Autons, will all feature in the final show.

Ah thats the conceit behind season 5 - no one CAN remember - because of this mysterious crack in time that keeps appearing that is deleting people and events.
Time, apparently, can be rewritten. So I reckon the Time Lords will come back.

I thought it was really clever. The villain was the dark side of the Doctor - sometimes known as the Valeyard - appeared before I believe in “Trial of a Time Lord”.

The Valyard is an actual version of the Doctor, due to come into existence between his 12th and his final regeneration. The Dream Lord was just a mental projection of the dark side of this Doctor, so not exactly the same thing.
I do hope the Valyard shows up some day again, and the Black Guardian.
