The answer is no. Two Uruguayan players were between the goal and the last player from Ghana. FIFA needs to chnage the rules, simply Uruguay cheated.

FIFA may ban Suarez for the Finals should Uruguay win against Holland. I think it would be just, since essentially he turned out to be a hero for that handball. I think because it happened so close to the end of the game, where Uruguay would not be punished by having to play a man down, that the punishment should be a bit more harsh than normally warranted.
