Agree. I would not call that an “attack”. Maybe she was carrying some beef in her bag.
Unfortunately dogs in a pack like that have a whole different way of operating. Had the woman fallen down, I think they would have hurt her badly or killed her. It was revealing the pack growing with the additional dogs coming at her. The other thing to consider is it was snowy and they may have been looking for fresh meat of whatever kind . . .
I imagine it is somewhat like human mob behavior.
It is not uncommon in rural areas to have dog packs that do
“wildings” with livestock, that wouldn’t normally hurt anybody or anything. I saw a claim case several years back that involved a German Shepherd, a Golden Retriever and several others that went through a barn and tore pieces (legs/ears) off of almost every rabbit inside the barn without killing any of them.
By the way, I love dogs and most other animals (rats do nothing for me) and have only been afraid of a dog once - a Rottweiler who didn’t like me telling him to get out of a garbage can, snarled and started toward me, but stopped when another person came out of their house.
