They can bring in third world workers from the middle east. The question is the iron workers union. Will the building need them? If so they could stop it.
I am not a fan of the mafia but I wish they were strong like they used to be. The mafia would make sure it never got built.

A street vendor with American Flags, Apple Pie and HOT DOGS selling right in front of that site morning, noon and night would be a great selling business!
If it does get built, I hope the hardhats mix vast
quantities of pork byproducts in all the concrete,
plaster, and paint used to build the cursed building.
