You are absolutely correct and there are stats to back it up here in the US. If you are going 5 miles an hour slower than the mean speed of traffic you odds of dying are high, but knock it up to 10 miles an hour slower it’s like drunk driving dangerous. This means if you have backed everyone up behind you no matter what the reason, your odds of dying are very high.
Which, of course is right and just.
