IMO, this was set up specifically to generate “widespread outrage” and therefore, money.

As for the authenticity, it’s possible that it is real because it’s in England, where they have surveillance cameras all over the place.
I didn’t know you had a Podengo, but I don’t think he’ll let you tape him to a wall. ;-)
