Gilster writes articles about this all the time. It’s a little difficult to search his site, though. So I haven’t been able to find anything since you posted your comment. But I’m pretty sure laser beamed interstellar missions at that speed are conceivable, as are probes powered by ion engines and magsails. Project Daedalus was conceived to propel a ship to that speed. Even Orion could do it. NASA has discontinued all funding for advanced propulsion research. So things are kind of at a standstill at the moment. I don’t expect us to be able to do it for perhaps another century. Meantime we can lay the groundwork, studying the interstellar medium, etc.
