I don't see a problem with this question or the format in which it is presented. It is teaching math and problem solving skills with regards to the fraction/common denominator issue and the logic of the different length line (but the notches are at the same distance).
So this works for me. I am surprised they don't have colored pictures with all sorts different ethnic people in it explaining the problem.
