They do it for Basketball, why not football?

Because there aren't enough games.

College football does have playoffs. Every year, year after year and a National Champion is determined.

However, only Division I Football Championship Subdivision (FCS) does not use a playoff. All other Division’s use a playoff system to determine the champion.
