Standard policy at the hospital, supposedly so they can provide care for the baby if it suffers withdrawal after birth. Not necessarily an adequate reason for giving the test, for reporting a “failure” to the goobermint, nor for having the threshold so many times lower for the woman than her employees at the goobermint would have to pass, but that’s their excuse and they’re sticking to it.
I’m sure they have to report it once found. And more power to ‘em. These policies cleaned up the crack-baby epidemic after all.
