Hmmmm... that could describe a lot of universities in the USA.

Try going to Yale University in New Haven or the University of Chicago in the south side of Chicago.

I went, um, attended an event at Yale about 20 years ago. I was
shocked at how poorly the old buildings were maintained.

At MIT, they deliberately go for the decrepit look. At least until the
building starts to leak.
