Why don't one of the Republican Senators declare himself a Democrat; There would then be a Dem at the quorum, have the vote and get on with the business of running the state. Let the Democrats remain out of state as long as they choose. The Dems could either elect to be inpotent or get off their butts and get back to work.
As has been explained on countless other threads, they don’t need a Democrat. They need 20 warm bodies to make a quorum. They have only 19 warm bodies without the cowardly, childish, craven Democrats.
That would assume the Republicans are clever and ruthless.
They need 20 Senators total for a quorom. There are only 19 Republicans.
There are currently 19 Republican senators, and 14 Democrat senators.
That isn’t the issue. They need twenty seats filled for a quorum, it doesn’t matter which party is or isn’t represented.
They should just point at 19 of the protesters and tell them that they are the new senators, lets go!
They don’t have a quorum without at least twenty people, there are 19 Republicans. Party affiliation is irrelevant at this point.

20 Senators are needed. There are 19 Republicans. The 20th Senator could be a Republican; the key is in the number. They don’t have enough members present.

They only need a 3/5ths quorum to pass an appropriations bill. They can pass other bills without any need for the Dems. Like making Wisconsin a right-to-work state, along with Vermont-style CCW.
Actually, you only need 3/5 to raise taxes, or increase debt, according to another thread.
Repubs need to do this.

What they need to do is expel a couple dem senators to change the quorum requirement.
