Drain the whole place and make it useable.

Two or three deep canals starting near Lake Okeechobee and emptying south of Naples would rapidly transport all the excess water of south Florida into the gulf of mexico like real rivers would do.

The canals could even be dug with meanders to make them seem more like natural rivers.
