Question
In Wisconsin do teachers work for the county or the state?
If they don't work for the state, then there seems very little that Walker can do.
Now state workers I assume by definition pretty much would be working for the state executive department and are subject to what ever labor laws that might exist for state employees. The governor might have more authority there.
