Did they always keep it super secret? Pass cover stories or something?

Because I could never confirm the rumors and no one wanted to talk about it. It almost seemed if any of the rumors were true, they had a very exacting protocol for dealing with it.

Ever time a rumor began circulating, the same pattern would repeat.

I was low on the totem pole, I wasn’t privy to any of this. It appeared that the only ones that knew these things were the Master at Arms, The Command Master Chief, and LCDRs and above.

The rumors always started when only these people were allowed at Captain’s Mast.

Yes. These incidents are kept quiet to protect the dignity of the victim and to protect the suspect from being assaulted. No Commanding Officer wants to destroy moral on his ship so keeping these types of incidents quiet is a large part of the consideration. That is also one of the reasons that Captains Mast is used more often than a courts martial, it allows the Captain to get rid of the sailor quicker.
