Cleveland has a balanced budget, They have had one for the past five years. The suburbs are almost universally bankrupt, weather white or black dominated with the exception of Rocky River, Westlake, and Solon. Most of the others are under severe financial stress.

The mayor is the much maligned Frank Jackson, but he has run a a taught ship financially. Regardless the Metro is highly segregated I am surprised it isn't in the top 5. Both white and black in this area are absolute bigots.
