I'm reading the instructions for application for a U.S. Passport. It contains this description of a birth certificate:

*A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar's signature, and the date the certificate was filed with the registrar's office, which must be within 1 year of your birth. Please note, some short (abstract) versions of birth certificates may not be acceptable for passport purposes.

Emphasis added. The seal is neither raised, embossed, impressed or multicolored. I tend to agree with you that that document does not seem to me to meet the requirements for proof of citizenship for a U.S. Passport.

You cannot get a passport with a copy of a birth certificate that does not have a raised seal. I know because I had to request one with a raised seal when I applied. My old, original copy (white letters) on black background had a seal, but it was not raised.
